Dr. Philbrook has been a resident of Wyandotte County since 1950. She attended Stoney Point South Grade School, Arrowhead Junior High and Washington High School. She went on to complete course work at William Woods College and graduated from Park College in Parkville before completing medical school at the University of Missouri St. Louis College of Optometry. Her current optometry practice is located in Roeland Park, Kansas.

Dr. Philbrook has been active in both community and local government organizations for many years. She currently is serving on the Unified Government’s Parks Board and as a liaison to the Wyandotte County Parks Foundation. Other organizations where she has provided leadership: Churches United for Justice/Niamiah Events, the Justice and Equity Coalition of Wyandotte County (including the Public Policies, Education and Awareness, Youth and Prevention and Victims’ Rights Committees). She is the Past – President of the Kiwanis KC-West, a Member of the KCK Chamber, Wyandotte County Girl’s Club and Past President of a the former Wyandotte County Mental Health Association. She continues to support mental health initiatives.

Outside of work and community building, Dr. Philbrook enjoys visiting with friends, attending theaters, movie and music events, playing cards and board games, fishing and traveling.

She is a strong advocate for parks because they meet the essential needs of individuals and the community for recreation – fishing, boating, running, hiking, cooking out with family and friends… while giving people places to relax, reconnect with nature and enjoy the beauty around us. She is pleased to serve on the Parks Foundation Board to assist in raising funds for improvements in Wyandotte County Parks.
